Terms of Reference (ToR) for Facilitation of forums and training
Position Title: Facilitator
Location: Jowhar, Warsheikh, Bal’ad and Bula-Burde districts in Hirshabelle State of Somalia
- Background and Context
SOYDEN, in collaboration with Hirshabelle state government, local authorities and local CSOs, has initiated efforts to enhance community engagement, accountability, and revenue collection through the operationalization of the Community Complaint and Feedback Officer (CCFO) and Revenue Taxpayer Engagement Function as well as enhancing civic education and engagement on revenue generation and management in Jowhar, Warsheikh, Bal’ad and Bula-Burde districts in Hirshabelle state of Somalia. These initiatives aim to strengthen local governance, improve service delivery, and foster transparent interactions between citizens and government authorities.
To effectively implement these functions, targeted capacity-building is essential for district officials, community leaders, and relevant stakeholders in Jowhar, Warsheikh,Bula-Burde and Bal’ad districts. SOYDEN is therefore looking for qualified facilitators to undertake these activities.
- Objectives of the activities
The primary objectives of the forums are to:
- Strengthen Collaboration: Enhance cooperation between different community groups, local authorities, and other stakeholders.
- Promote Resource Sharing: Encourage the sharing of natural and economic resources for mutual benefit and sustainability.
- Build Local Capacity: Empower local communities to implement solutions collaboratively and sustainably.
- Role and Responsibilities of the Facilitator
The Facilitator will be responsible for the following tasks:
3.1 Preparation and Planning
- Review relevant background materials related to climate change, resource management, and conflict mitigation in the context of the community.
- Collaborate with stakeholders to develop an agenda that reflects the objectives of the dialogue forum.
- Ensure the logistics and arrangements for the dialogue forums are in place (e.g., venue, materials, transportation).
3.2 Facilitation of Dialogues
- Lead the facilitation of the community dialogue forums, ensuring active engagement from all participants.
- Guide discussions to promote inclusive, open, and respectful conversations on climate change impacts, resource sharing, and conflict resolution.
- Encourage the sharing of local knowledge, experiences, and best practices.
- Manage any potential conflicts that arise during discussions and promote constructive dialogue.
- Ensure that all voices, especially marginalized groups (e.g., women, youth, indigenous communities), are heard and respected.
3.4 Documentation and Reporting
- Record key discussions, decisions, and recommendations made during the forum.
- Provide periodic reports summarizing the outcomes of the dialogues, including agreed-upon actions for enhancing collaboration and resource sharing.
- Prepare a final report with an assessment of the effectiveness of the forum in addressing climate impacts and conflicts.
- Expected Deliverables
Pre-Forums and training Preparation:
- Detailed agenda for the forum, including timelines, topics, and methodologies.
- A list of identified participants and their roles.
Forums and training Facilitation:
- Successfully facilitated community dialogue, ensuring inclusivity and engagement.
- Documentation of discussions and key outcomes.
- Summary report detailing the findings, action points, and recommendations.
Final Report:
- Comprehensive report assessing the overall effectiveness of the dialogue forum.
- Recommendations for ongoing collaboration, resource sharing, and climate adaptation strategies.
- Required Qualifications and Experience
Educational Qualifications:
A degree in Environmental Studies, Social Sciences, Conflict Resolution, Development Studies, or a related field.
Professional Experience:
- At least 2 years of experience in facilitating community dialogue, particularly on climate change, resource management, and conflict resolution.
- Proven experience in working with diverse community groups, local governments, and other stakeholders.
- Strong understanding of the local context, including climate change impacts and resource sharing dynamics.
Skills and Competencies:
- Strong communication, interpersonal, and presentation skills.
- Ability to manage and mediate complex discussions in diverse settings.
- Capacity to work under pressure and manage multiple tasks effectively.
- Knowledge of climate change adaptation, natural resource management, and community development strategies.
- Fluency in Somali and English languages, both written and spoken, is highly desirable.
- Reporting and Supervision
The facilitator will report to project manager and provide regular updates on the progress of facilitation reports. They will also collaborate with Stakeholder Group and work closely with local communities and other relevant organizations.
