Position: Consultant – Training Manual Development: Operationalization of Community Complaint and Feedback Officer and Revenue Taxpayer Engagement Function in Jowhar, Warsheikh and Bal’ad districts

- Background and Context

SOYDEN, in collaboration with Hirshabelle state government, local authorities and local CSOs, has initiated efforts to enhance community engagement, accountability, and revenue collection through the operationalization of the Community Complaint and Feedback Officer (CCFO) and Revenue Taxpayer Engagement Function. These initiatives aim to strengthen local governance, improve service delivery, and foster transparent interactions between citizens and government authorities.

To effectively implement these functions, targeted capacity-building is essential for district officials, community leaders, and relevant stakeholders in Jowhar, Warsheikh, and Bal’ad districts. SOYDEN is therefore looking for a qualified consultant or firm to undertake this consultancy service of developing training manual and materials.

2. Objectives

The consultancy seeks to:

- Develop a comprehensive, context-sensitive training manual that equips local governance actors, community leaders, and civil society organizations with practical skills in governance, conflict resolution, and social cohesion.

- Provide tools, case studies, exercises, and guidance that can be used for workshops, training, and ongoing capacity-building initiatives.

- Ensure the manual promotes inclusive approaches, conflict-sensitive practices, and gender-responsive programming.

3. Scope of Work

The consultant will:

- Manual Development

- Design content covering:

-

- Principles of local governance and accountability

- Conflict resolution frameworks and mediation techniques

- Promoting social cohesion and inclusive community engagement

- Good governance, Gender equality and social inclusion considerations

- Include interactive exercises, role-plays, case studies, and self-assessment tools.

- Production of Training Materials

- Develop accompanying facilitation guides, PowerPoint presentations, and participant handouts.

- Ensure materials are accessible, user-friendly, and adaptable for diverse training contexts.

- Reporting

- Submit draft and final versions of the manual.

- Provide a brief report summarizing methodology, stakeholder engagement, and recommendations for future training use.

- Eligibility Requirements

- Applicants must be an individual consultant or legally registered consulting firm.

- Minimum 3 years of relevant experience.

- Expertise in local governance such as Revenue generation & management, Knowledge of government policies and administrative procedures, Complaint handling and resolution, Stakeholder engagement, public outreach programs, Tax laws and regulations, Tax compliance strategies, Revenue data analysis and/or Public Finance Management.

- Experience with NGOs/government/donors.

- Excellent English; Somali an asset.

- Required Qualifications and Expertise

- Bachelor’s degree minimum; master’s preferred OR relevant field.

- At least 5 years of relevant experience.

- Strong report writing, facilitation and MS Office skills.

Minimum technical score: 70/100. Contract award based on Quality and Cost Based Selection (QCBS).
