Position Summary The Operations and Logistics Manager will be responsible for overseeing DCD organization's day-to-dayoperational, logistical, and administrative functions, ensuring the efficient management of resources, supplies, fleet, warehousing, and procurement processes in support of program delivery. The rolerequiresclose coordination with program teams, finance, suppliers, and local authorities to ensure timely andcost-effective operations across all project sites. Key Duties and Responsibilities Plan, coordinate, and oversee daily operations and logistics activities to support programimplementation. Manage procurement processes, including sourcing, vendor negotiation, and contract management inlinewith donor and organizational policies. Oversee warehousing, inventory management, and distribution of supplies and materials to ensureaccountability and minimize losses. Manage the organization's fleet and transport operations, including vehicle allocation, maintenanceschedules, and fuel tracking. Develop and enforce logistics and operations policies, procedures, and internal controls. Coordinate the timely delivery of goods, equipment, and materials to project sites, including in hard-to-reachareas. Maintain accurate records of assets, stock levels, and procurement transactions, and prepare regular operations reports. Ensure compliance with security, safety, and risk-management protocols during logistics operations. Supervise and build the capacity of logistics, procurement, and support staff. Liaise with local authorities, customs, suppliers, and other stakeholders to facilitate smooth operations. Support budget planning and monitoring for operations and logistics activities. Perform any other related duties assigned by the supervisor.
Required Qualifications and Experience Bachelor's Degree in Business Administration, Logistics and Supply Chain Management, or a relatedfield. Minimum of 3–5 years of proven professional experience in operations, logistics, or supply chain management, preferably with an organization or development organization. Strong knowledge of procurement procedures, warehousing, fleet management, and inventory control systems. Proficiency in MS Office applications and logistics/inventory management software. Demonstrated experience managing budgets, vendor contracts, and donor compliance requirements. Excellent organizational, negotiation, and problem-solving skills. Ability to work independently, manage multiple priorities, and meet deadlines under minimal supervision. Fluency in Somali and English (spoken and written) is required. Willingness to travel to and work from project sites in Dhanane and surrounding areas. Somali national with a valid national ID.
