- Background
Candlelight for Environment, Education & Health was established in 1995 to support underserved and marginalized communities in Somaliland. Under the CRRC project funded by the Norwegian Development Fund (DF), Candlelight is executing a water-security intervention to supply HDPE geo-membrane plastic sheets. This initiative ensures that targeted rural communities have sufficient water to meet their daily needs.
Candlelight now invites sealed bids from eligible, competent local suppliers and contractors to supply and deliver these materials.
- Scope of Work & Technical Specifications
The selected supplier will provide high-density polyethylene (HDPE) geomembrane plastic sheets to be distributed among 128 Households across three villages.
Material Specifications:
- Item: HDPE Geo-membrane Plastic Sheet
- Thickness: 1 mm
- Household Unit Dimensions: Each household will receive a sheet measuring 12.5 meters in length and 8 meters in width (100 m² per household).
- Total Quantity: 12,800 m²
- Target Delivery Locations: Taysa (Maroodi Jeex), Aburiin (Maroodi Jeex), and Garbahaadlay (Awdal Region).

Bidders must complete and submit a sealed tender package containing two primary parts: The Appendices and Company Legal/Financial Proofs.

- Company Registration: Proof of valid company registration in Somaliland (and regional registrations, if applicable).
- Tax Clearance: Valid tax clearance certificate from the relevant authority.
- Relevant Experience: Proof of experience executing similar supply works, including copies of contracts (preferably working with UN, INGOs, or LNGOs).
- Financial Capability: Detailed bank statements covering the last six months.
- Company Profile: Documentation indicating the clear ownership and structural setup of the business.
- Delivery Timeline: A detailed schedule outlining the realistic lead time.

Interested companies with the necessary technical capacity and sound experience must submit their complete tender documents physically.

Interested eligible companies and contractors with sound technical capacity and relevant experience are invited to participate in this bidding process by following the submission steps below:
Step 1: Prepare Your Bid Documents
Ensure your submission package is complete and contains all required documents organized into two distinct parts:
- The Appendices: Completed copies of Appendix A (Declaration), Appendix B (Technical & Prices), Appendix C (Questionnaire), Appendix D (3 References), Appendix E (Lead Time), and Appendix F (Ethical Declaration).
- Company Credentials: Valid Somaliland company registration, tax clearance, 6-month bank statements, company profile, delivery schedule, and past contracts (preferably with UN/INGOs/LNGOs).
Step 2: Seal and Label Your Envelope
- All bid documents MUST be printed, signed, and enclosed together in a single, secure-sealed envelope.
- The outside of the envelope must be clearly labeled with:
