- The Federal Government of Somalia (FGS) has receivedfinancing from the World Bank toward the cost of implementing the “Somalia Food Systems Resilience Project (FSRP)” and intends to apply part of the proceeds toward payments under the “Procurement of Veterinary Mobile Clinic Vehicle with Modification and Equipment for MoLFR, Jubaland State”. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.
2. The Ministry of Livestock, Forest and Range (MoLFR) of Jubaland State, Somalia now invites sealed Bids from eligible Bidders for the procurement of:
*Note: “Bidder must bid for all items and 100% of the quantity of the items. A bid quoting only one item or incomplete quantity of the items will be considered non-responsive and will be rejected”.
- Bidding will be conducted through National Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised in November 2017 and August 2018, November 2020, September 2023 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.
- Interested eligible Bidders may obtain further information from the office of S-FSRP SPCU, MoAI and MoLFR for Jubaland State of Somalia via Email to: [email protected] and copy to: [email protected] and inspect the bidding documents during office hours i.e. from 08:00 to 16:00 hours Kismayo local time from Saturday to Thursday exclusive of public holidays at the address given below.
- The bidding documents in English may be obtained by interested eligible bidders free of cost upon submitting a written application to the address below.
- Bids must be delivered to the address below on or before 11:30 AM. Kismayo, Somalia time on Date: 31st Oct 2026. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at 11:30 AM. on Kismayo, Somalia time on date 31st Oct 2026
- All Bids must be accompanied by a Bid-Securing Declaration using the form included in Section IV, Bidding Forms.
- Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
