The Federal Government of Somalia, through the Ministry of Finance, has received financing from the World Bank toward the cost of the Somalia Recurrent Cost & Reform Financing (RCRF) Project (Phase III), and intends to apply part of the proceeds toward payments under the Contract for Supply and Distribution of Smart Phones and Tablets
- For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.

Bidders must quote all the two items and 100% of the quantities of each item. Bids will be evaluated by complete items and quantities and the Bidder with the lowest evaluated and substantially responsive bid shall be awarded the contract. Bids quoting incomplete items or quantities of each item shall be considered non-responsive and rejected
3. Bidding will be conducted through National Competitive Procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017 revised August 2018, November 2020, 2023 and 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest and eligibility.
4. Interested eligible Bidders may obtain further information from RCRF Project Coordinator, PIU Office, Ministry of Finance HQ, Shingani, Mogadishu, Somalia Email: rcrfrecuitment@mof.gov.so and inspect the bidding documents during office hours 09:00 to 16:30 hours, Mogadishu local time, from Saturday to Thursday, exclusive of public holidays, at the address given below.
5. A complete set of bidding documents in English may be obtained by interested eligible bidders upon the submission of a written application to the email address prescribed. The document shall be delivered in hard copy.
6. Bids must be delivered to the address below, the office of the from RCRF Project Coordinator, PIU Office, Ministry of Finance HQ, Shingani, Mogadishu, Somalia , on or before 12:00 Hrs. Mogadishu time on October 19th 2026. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the Conference Room, Ministry of Finance in the presence of the Bidders’ designated representatives and anyone who chooses to attend at 12:00 Hrs. Mogadishu time, October 19th, 2026 at the address below.

7. All Bids must be accompanied by a Bid-Securing Declaration.
8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
