TITLE: Business Development Manager TEAM/PROGRAMME: PDCE LOCATION: Mogadishu GRADE: (2) CONTRACT LENGTH: 1 year, renewable CHILD SAFEGUARDING: Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the policy checking/vetting process staff. ROLE PURPOSE: The Business Development Manager will work with the Head of Business Development to proactively seek out and disseminate information on new funding opportunities for the ongoing response; cultivate excellent relationships with donor agencies, the government, partners and SC Members; and coordinate the development of funding proposals in order to maintain and increase the country office's portfolio. This role is based in Mogadishu to enable close, sustained engagement with government line ministries, who are playing an increasingly central role in donor funding decisions across Somalia. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly. SCOPE OF ROLE: Reports to: Head of Business Development Staff reporting to this post: Direct: Two PD Coordinators Indirect: N/A Budget Responsibilities: N/A Role Dimensions: The Business Development Manager will work with the Head of Business Development to proactively seek out and disseminate information on new funding opportunities for the ongoing response; cultivate excellent relationships with donor agencies, the government, partners and SC Members; and coordinate the development of funding proposals in order to maintain and increase the country office’s portfolio. KEY AREAS OF ACCOUNTABILITY: Identification of donor opportunities • Pro-actively seek information on prospective new funding opportunities • Disseminate information on new funding opportunities from bilateral, multi-lateral, and other institutional donors to relevant stakeholders • Ensure key contacts, required formats, donor strategies and engagement plans are kept up to date at the country office level Facilitate donor and government engagement • Cultivate excellent working relationships with donor agencies at regional and country level, as indicated by the line manager • Cultivate excellent working relationships with SC members at head office and regional level to ensure coordinated donor engagement SAVE THE CHILDREN INTERNATIONAL ROLE PROFILE • Represent the Somalia office in relevant donor fora, workshops and conferences and facilitate meetings with representatives from relevant line ministries in Mogadishu and other locations as required Coordinate proposal development • Set and track proposal development timelines, and ensure coordination amongst teams (Programme Development and Quality (PDQ), Programme Operations, Finance, Human Resource, Security, Member Services, and external stakeholders where relevant) • Provide direct input, guidance and support to proposal development teams for high-value or complex proposals or bids • Represent Save the Children (along with technical experts) in consortium meetings regarding project design and proposal development • Organise and facilitate field visits, meetings and workshops with donors, field teams, government and partners necessary to develop and finalize proposals • Review and edit proposal documents to ensure consistency, clarity and quality in line with Save the Children quality standards, including the facilitation of internal review and sign off processes • Finalize and submit proposals to donors on time according to donor specifications and deadlines • Work with the Awards Management team and Member Services team to maintain proper records and filing of final submissions and approved proposals BEHAVIOURS (Values in Practice) Accountability: • Holds self-accountable for making decisions, managing resources efficiently, achieving and role modelling Save the Children values. • Holds the team and partners accountable to deliver on their responsibilities - giving them the freedom to deliver in the best way they see fit, providing the necessary development to improve performance and applying appropriate consequences when results are not achieved. QUALIFICATIONS Advanced degree in an area of international studies, social development or equivalent EXPERIENCE AND SKILLS Essential: • Minimum of 5 years of progressive work experience in a fundraising environment SAVE THE CHILDREN INTERNATIONAL ROLE PROFILE • Substantial and proven experience of coordinating the development of/writing winning proposals with key institutional donors (including FCDO, UN bodies, the World Bank, ECHO, EU, NORAD, private donors, among others). • Excellent writing/editing skills and budget development skills, with high attention to detail • Highly developed interpersonal, presentation and communication skills to work effectively with other team members/departments, as well as influence, inform and negotiate with partners and donors. • Sound personal organisational skills, including time management, ability to meet deadlines, multi-tasking, prioritisation of tasks, and working under pressure • Must possess a strong work ethic, have confidence, take initiative and be a self-motivated, enthusiastic team player as well as individual contributor. • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures. • Fluency in English, both verbal and written, required. • Commitment to and understanding of Save the Children International's aims, values and principles. • Information Communication Technology literate. Desirable: • Somali language proficiency, or demonstrated experience working effectively through interpreters in government settings • Prior experience in Somalia or a comparable fragile/conflict-affected humanitarian context Additional job responsibilities The duties and responsibilities as set out above are not exhaustive and the role holder may be required to carry out additional duties within reasonableness of their level of skills and experience.
