REQUEST FOR EXPRESSIONS OF INTEREST (REOI) Pre-Qualification of Consultancy Firms / Suppliers for a Roster (2027–2028) Country: Somalia Purpose: Establishment of a pre-qualified roster of consultancy firms / suppliers for 2027–2028 Reference No.: IRC/2SOM/REOI/001/2026 Place of Assignment(s): Various locations across Somalia, as determined per assignment
- BACKGROUND AND PURPOSE The International Rescue Committee (IRC) Somalia Country Programme is inviting eligible and qualified consultancy firms and suppliers to express interest in being pre-qualified for inclusion on IRC's roster of consultancy firms for the period 2027–2028. The roster is intended to enable IRC to engage qualified firms on an as-needed basis over the roster period, without the need to run a full competitive process for each individual assignment. Inclusion on the roster does not constitute, and shall not be construed as, a guarantee of work; specific assignments will be confirmed and awarded through Request For Quotation (RFQ) or Request For Proposal (RFP) bidding competitions among roster members, as determined by IRC based on program needs, budget availability, and the specific technical requirements of each assignment as per the specific terms of reference and scope of work developed (SoW/ToR).
- KEY THEMATIC AREAS IRC seeks to pre-qualify firms across the following thematic areas, to be drawn upon on a need basis over the roster period. The anticipated Services or assignments may include but not limited to
- Project Evaluations, including Baseline, Midline, Endline, and Final Evaluations.
- Assessments, including Multi-Sectoral Needs Assessments (MSNA) and Rapid Needs Assessments (RNA), and analysis of Gender Equality, Disability and Social Inclusion (GEDSI), Protection, Safeguarding, Market/Labour Assessment/TVET, and Accountability to Affected Populations (AAP).
- Third-Party Monitoring (TPM) of IRC activities and programmes in Somalia.
- Learning and Knowledge Management Facilitation, including programme learning reviews, After Action Reviews (AAR), and real-time evaluations.
- Partner Capacity Sharing, including training and workshop facilitation. Firms may express interest in one or more thematic areas. Firms are encouraged to clearly indicate the specific thematic area(s) against which they wish to be considered, as shortlisting and subsequent call-downs will be organized by thematic area for the terms of reference.
