- Invitation and Purpose
SoDMA invites eligible and experienced vendors, suppliers, logistics operators, and NFI service providers to express interest in supplying and delivering emergency non-food item (NFI) packages to vulnerable households in Galkayo, Beledweyne and Baydhabo. The assignment supports urgent humanitarian assistance for crisis- and disaster-affected communities identified through SoDMA targeting and community verification mechanisms.
Applicants may apply for one, several, or all geographic lots, but must demonstrate adequate supply-chain, logistics, financial, compliance and district-access capacity for each lot selected. Estimated household targets, final NFI package composition, quantities, delivery volumes, schedules and pricing forms are intentionally withheld until the subsequent competitive procurement stage.
- Geographic Lots
Lot Target Area Priority / Coverage
Lot 1 Galkacyo South Emergency NFI assistance coverage
Lot 2 Beledweyne Emergency NFI assistance coverage
Lot 3 Baydhabo Emergency NFI assistance coverage
SoDMA may award one or multiple lots, split awards, refine district boundaries/details at tender stage, or make no award depending on needs, funding, evaluation results, and operational considerations.
- Scope of Services
- Source NFI commodities from reliable suppliers and maintain evidence of origin, manufacturer/brand details, batch or lot information where applicable, traceability and relevant quality certifications.
- Package, label, store and handle NFI commodities using safe and appropriate practices that prevent damage, moisture exposure, contamination, deterioration, loss or diversion.
- Maintain sufficient stock, warehousing, vehicles/transport arrangements, personnel, equipment and contingency capacity to meet the delivery schedules issued at tender/contract stage.
- Transport and deliver NFI packages to SoDMA-approved warehouses, distribution sites or direct delivery points; maintain signed delivery notes and handover records.
- Coordinate distribution plans with SoDMA and state/district/community authorities; support beneficiary verification, orderly distribution, help desks, complaints/feedback channels and distribution documentation.
- Submit waybills, delivery notes, distribution records/lists, authorized photographs, stock reconciliations, incident reports and final completion reports.
- Delivery, Quality and Risk Requirements
- A practical mobilization plan should cover staffing, procurement schedule, warehouse arrangements, transport routes, security, beneficiary interface, risk mitigation and communication protocols.
- Delivery locations, dates, quantities, package composition and beneficiary lists may not be changed without written SoDMA authorization.
- SoDMA may inspect commodities, warehouses, packaging, vehicles and delivery records at any time. Damaged, defective, unsafe, incomplete, improperly labelled or otherwise non-compliant items must be replaced promptly at the provider’s cost.
- Applicants must demonstrate realistic district access and security arrangements. Providers remain responsible for personnel, commodities, vehicles and assets while ensuring that security measures do not compromise humanitarian principles or beneficiary protection.
- All beneficiary-facing activities must respect dignity, privacy, security and cultural sensitivity, with clear safeguarding, data-protection, complaints and incident-reporting arrangements.
Core principle The EOI assesses supplier capability and eligibility only. NFI package specifications, household targets, quantities, delivery schedules and prices will be provided later to shortlisted firms.
